The Institute of Communication Studies is a leading research organization in the field of journalism and media studies, public relations and corporate communications. Our mission is to contribute towards strengthening of Macedonian democracy by working with media, civil society and public institutions, educating a critical public that will ask for greater transparency and accountability through engagement in the policy creation process.

Public Interest

The work of environmental inspection services is of great importance in the prevention and sanctioning of acts that lead to degradation of natural resources. The effective planning of regular inspection supervisions enables proper deployment of the monitoring and control resources where they are most needed.

The existence of information system on water permits issued, the degree of water pollution and identification of pollutions sources should be the basis for the Ministry of Environment and Physical Planning (MoEPP) in pursuing a sustainable water policy. The degree of harmful impact cannot be determined in the absence of full records of users and water polluters, so each administrative measure adopted by the MoEPP is ad hoc. Anyone can discharge harmful and dangerous substances without a permit, can pollute and not be subject to sanctions for illegal actions.

The current monitoring of water quality and quantity in Macedonia is inadequate to give a realistic picture of the current state of the water resources. The reasons for this situation are the lack of monitoring programs and cartographic representations in accordance with the requirements of the Law on Waters, insufficient financial and human resources, poor condition of the state measuring stations and the failure to meet the internal monitoring obligations.

The survey covered two aspects: The perception of the functioning of public institutions in the aforementioned areas, primarily the opinions of citizens on the transparency, inclusiveness and accountability of public institutions. Citizens' views on specific measures in the areas in which the public campaign will be conducted (water resources management and inspection of the management of mineral resources, forests, soils and waters).

The public policy document serves as a tool in the advocacy and lobbying campaign „Clear it up“, which aims to influence the decision making process and calls the target audience to action in the area of water management. The document includes data and insights into the current water management problems that require immediate attention and offer alternative solutions and specific problem solving recommendations. The document is based on research and interviews with experts in the relevant area.

The policy paper focuses on the challenges and issues the journalism is facing in the digital age. The document provides an overview of legislation in this area, a review of cases from practice and recommendations on how the media and journalists can report professionally and ethically.

MODEM focused on monitoring media content and preparing analysis that aimed to prove whether there is corroded media reporting that endangers the political pluralism in the pre-election and election process in the country. The analysis and data obtained served to benefit the citizens, the civil sector, the media organizations, decision makers and the international community in creating substantiated attitudes and arguments for policy initiation.

The purpose of the policy paper was to determine whether the information on the public individuals published in the media satisfies the so-called "public interest test", that is, whether the media properly balance the rights of those individuals to privacy with the "right to know" of the public.
